Housing projects of the Housing Fund of the Republic of Slovenia in Jesenice, Lendava, and Lukovica

The Housing Fund of the Republic of Slovenia, as the implementing body for national housing policy measures and activities, is currently developing residential neighborhoods and multi-family buildings at three locations: Partizan in Jesenice (46 apartments), Ob Kobiljskem potoku in Lendava (40 + 40 apartments), and in Lukovica (82 apartments).

The Partizan residential neighborhood in Jesenice is situated near the new administrative center of the Jesenice municipality and includes the construction of residential buildings with underground garages, as well as broader external landscaping of public park areas. Two buildings with P+3 and P+2 floors will accommodate a total of 46 residential units. The neighborhood will incorporate sustainable features, including provision for a solar power system and installation of external electric vehicle charging stations, aiming for efficient and long-term energy solutions in the building design. The apartments are planned to be bright and optimally sized. Parking will be provided in the underground garage and on outdoor spaces along the access road. The building permit for the Partizan Jesenice multi-family buildings was obtained in December 2023. The construction contract was awarded through public tender on a design-and-build basis. Construction work began in early 2025, with project completion expected in the second half of 2026.

The Ob Kobiljskem Potoku residential neighborhood will be located in close proximity to the town center of Lendava, in the western part of the town between Župančič Street and Kolodvorska Street. Construction is being carried out in phases, based on the local demand for new public rental apartments. The neighborhood is planned as two identical buildings, providing a total of 80 apartments. The first phase will deliver a nearly zero-energy building (A1). Heating will be provided via an electric heat pump utilizing shallow geothermal energy. A system of local ventilation units with heat recovery is planned, and the rooftops will include spaces for solar panel installation. For e-mobility, parking spaces with external electric vehicle charging stations are also included. Parking will be available on external lots along the access road, which will also include visitor parking spaces.

Between the buildings, the outdoor communal areas will feature a children’s playground and shared spaces for socializing. The landscaping is designed to reduce the impact of road traffic noise. The building permit for the Lendava neighborhood, for the construction of 80 public rental apartments in two buildings, was obtained in October 2024. The first phase was awarded to the contractor through a public tender on a design-and-build basis at the end of 2024. Construction is currently underway, with completion of the first phase expected in the first half of 2026. The Housing Fund has already initiated the second phase, which will add another 40 apartments, with construction scheduled to begin in 2026.

Construction has also begun on 82 public rental apartments at the Lukovica site. The Housing Fund will develop the site’s utility infrastructure in accordance with the planned utility development contract. The building permit for the multi-family residential buildings was obtained in April 2025. The residential neighborhood is located in the suburban area of Lukovica, the municipal center of the Lukovica municipality, approximately 20 km from Ljubljana. The neighborhood consists of four buildings, each with P+3 floors, with up to 22 apartments per building. To reduce noise impact, the apartments are equipped with loggias. Larger units are dual-aspect, optimally sized, and bright. On the ground floor, in addition to entrances and service areas, storage spaces for residents are provided. The buildings are equipped with elevators, and all common areas and adapted apartments are fully accessible for people with mobility impairments.

The construction will be energy-efficient, featuring mechanical ventilation with heat recovery. Rooftops will include provisions for solar panel installation, and outdoor electric vehicle charging stations are planned. Parking will be provided partly in outdoor lots along the access road and partly on the ground floor of the buildings. The landscaping is designed to reduce the impact of road traffic and provide high-quality outdoor environments for residents. The project is currently in the early construction phase, with completion expected in 2027.

In addition to ongoing construction projects, the Housing Fund currently has several projects in the preparation phase, for which building permits are being obtained through an integrated procedure. These projects are planned at the following locations: Glince Podutik in Ljubljana, Ob Savi in Kranj, Novo Pobrežje in Maribor, Novi trg in Celje, as well as in Mirna, Novo mesto, and Tržič.
